Mixed messages aren't just the purview of interactional psychologists, or the intentional subterfuge and misdirective intent of Cold War spies. Members of exclusive groups use coded language to show their inclusion in the group and their willfulness in excluding others through esoteric understanding of their language.

How Governments Maintain Subculture Communication

It's expensive for our tax-supported public and social services to make language concessions to non-English speakers (and some would include handicap-accessible services), and if these concessions weren't government sponsored and enforced, immigrants would sooner than later realize the importance of communicating in the predominant language of their new country.
