The cost of transferring money from earners to non-earners is often more than half the value of the booty. That half goes to the businesses who facilitate the taking and distribution channels.

More development

It costs a lot to steal from those who would never choose to surrender their earnings voluntarily, but at least it gives the thieves jobs.
